listening to the concerns of residents of The Horsefair area in Kidderminster who reported that there have been numerous incidents of drivers mounting the footpath  when driving towards the ring road. Impatient drivers have been mounting the pavement to get into the right-hand lane.  Councillor Crosby's review considered the the situation to be an obvious danger to pedestrians using the footpath, but posing a bigger risk to people emerging from shop doorways in to the path of irresponsible drivers.
